I would be interested in knowing how the parking pass idea originated, what real purpose the passes serve, what real value they provide, and what the future of the passes will be.
Considering that all owner vehicles have make and license plates on file, it seems redundant to require more. If vehicles are improperly parked, they should be identifiable with the information on file.
I also heard recently that an owner was fined for providing a gate pass to a dinner guest without the rigamarole of a complete guest registration. Is this the community we want?
Comments from other owners would be appreciated.
Thanks, CARESNOW
May 16, 2022 at 2:35 pm #3501StefanieKeymasterThe SA Board of Directors periodically reviews the SA Rules & Regulations. In 2018, the R&Rs were reviewed in depth, and were updated to incorporate the use of parking passes for owners, guests, and vendors. This update arose from a view that parking passes would not only support compliance with the license plate registration requirement, but would also have separate and independent value, such as in the following types of situations:
After hours (when the license plate/registration roster is not available)
– vehicle lights on, or trunk left open
– vehicle poses immediate safety concern, such as parking in a fire lane
– Staff or a vendor needs access to a particular location, and the vehicle is in the way
– vehicle otherwise improperly parked (and it can’t wait until morning)Working hours
– “backup” – in case the license plate/registration roster is incorrect or missing (or power outage)
– vehicle poses immediate safety concern
– convenience (the passes enable Staff to contact the unit without needing to do a “lookup” in the Front Office).
– Staff able to “remind” owners and guests about the need to register. (If Staff sees a vehicle without a pass, Staff can put a reminder note on the windshield. )In the short, the parking passes are utilized for “at a glance” identification when a situation needs prompt action, or when the license plate roster is not readily available.
Currently, only about 25% of full share owners have properly registered their vehicles. In the event of a serious issue with a vehicle, such as a safety concern, Staff needs the ability to contact the appropriate unit.

May 19, 2022 at 7:30 pm #3506CARESNOWParticipantI’m a 1200 (trapper) owner and on many occasions, I’ve had to park up by the 100 building when I arrive later than 4:00PM when TSA folks can arrive. Most of the cars parked down the hill from the 1000 building are wearing rear view mirror hang tags even though the original Parking pass rules provided a static cling sticker to TSA owners.
When I walk the property, maybe 5% of the vehicles above the 1000 building display parking passes either static cling of hang tag. If you’re a full share owner and a 75 percenter as Mollie states, please register your vehicles and get the prescribed parking passes. As full share owners, you should have a supply of static cling stickers that should still qualify as vaild parking passes.

May 23, 2022 at 4:22 pm #3511StefanieKeymasterThe static cling decals are no longer being purchased or supplied, specifically because they are difficult to view at a glance, especially in vehicles with tinted windows.
For all vehicle registrations, we are supplying hang tags for display in the rear view mirror to all owners, guests and vendors. Owners may replace their current decals with the hang tags OR they may choose to still use their decal. Any Snowater parking pass is valid.
Each Time Share owners enjoy 4 weeks annually at Snowater and have preferred the hang tag over the decal.
May 25, 2022 at 8:49 pm #3520CARESNOWParticipantIt’s good to know that the decals will still be valid passes. It was a concern of mine and voiced to me on several occasions that vehicles would have to be re-registered and would require display of a hang tag.
It would be interesting to know how many instances of the items mentioned in the May 16 post above have occurred in the last year or so. It would seem to me such items would be documented and used to support the need for passes in addition to having vehicle make and license on file.
It’s interesting that some 75% of full share owners’ vehicles are still unregistered. Perhaps a BOD member, a building chair, or management could notify those owners and resolve the issue.
